METHODOLOGICAL APPROACH TO FORMING THE ECONOMIC RESILIENCE OF SMALL COMMUNITIES UNDER CONTEMPORARY CHALLENGES

The article presents a staged methodological approach to building the economic resilience of small communities through integrated development. It centers on the synergy of three actors -government, business, and citizens - to shift from fragmented decisions to a coherent model. Six sequential stages are outlined: diagnosis, strategic planning, resource mobilization and integration, program implementation, monitoring and evaluation, and feedback with continuous improvement. The approach enhances transparency, participation, investment attractiveness, and communities’ adaptability to external shocks.
