Summary

This article provides a comprehensive analysis of the transformation of the functions of the Ukrainian state at the current stage of its development. The author critically re-examines the classifications established in jurisprudence (internal/external, primary/secondary), demonstrating their methodological limitations in the face of existential challenges. Particular attention is paid to the defense function, which, under martial law, transforms from an external sphere of activity into a fundamental internal prerequisite for the survival of society. A new approach to classifying state functions is proposed based on criteria of relevance (existential, stable, strategic) and crisis response (preventive, adaptive, recovery, reconstruction). The thesis is substantiated that at critical junctures, the state’s priority shifts from operational efficiency to ensuring the survival of the system itself.
