The paper proves that in order to improve the consistency of all structural elements of the labor market, reflecting the real needs of the economy for specialists with higher education, it is necessary to expand the capabilities of the higher education system to form a practical orientation of educational programs with the involvement of state bodies that regulate the labor market. The constituent elements of the employment process, ensuring the formation of conditions for achieving its effective implementation, are considered. It was revealed that contradictions appear in the development of this process, hindering the achievement of effective employment, which are divided into several levels of relationships between participants in the employment process. The conducted assessment of the mechanisms for employment of university graduates in Azerbaijan and abroad showed that in order to ensure an increase in the effectiveness of employment of university graduates, it is necessary to expand the chain of tools facilitating employment, which have proven themselves positively in foreign and domestic practice, such as: the development of business-academic partnerships built on the interaction of the university and industrial structures; Integration of career services implemented on a platform that brings together a variety of educational, consulting, information, and other services and products; stimulating the development of diverse professional initiatives among students to develop skills that ensure graduates' competitiveness in the labor market.
